OVERVIEW:

This classification sets the direction, administers, plans and manages the activities of and operations of the Park Services Department, which includes Park Administration, Natural Resources, Park Operations, Facilities, and Fleet Divisions.

SUPERVISION RECEIVED:

Reports directly to the Executive Director. Operates entirely independently with the exception of confirming major decisions.

SUPERVISION EXERCISED:

Direct supervision is exercised over managers and administrative staff including; hiring, training, evaluating and managing performance, goal development, providing discipline, responding to grievances and making termination decisions.

EXAMPLES OF DUTIES:

The information provided below encompasses the typical duties and capabilities linked with this classification. Duties may include, but are not limited to the following:

  • Establishes overall priorities, develops strategic goals and objectives of Park Services Department; sets direction for each division in the areas of budget, program development, staffing, implementation of cooperative agreements, and facility operations management.
  • Participates as part of the district’s Executive Team to establish overall mission and direction of the district.
  • Plans, directs, and coordinates, through managers, the Department’s work plan; meets with management staff to identify and resolve problems; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures.
  • Establishes and carries out best business practices for operating the Department to include human resource management, marketing, finance, budgeting, facility management, customer service, and program delivery.
  • Represents the Department to other departments, outside agencies, the general public, and before the media; explains, justifies and defends the district, programs, policies and activities; negotiates and resolves sensitive, significant and controversial issues.
  • Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors work load, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs the implementation of change.
  • Assists the Planning and Development Department with long range planning, site design, and master planning of new and existing parks and recreation facilities.
  • Actively promotes and supports diversity, equity and inclusion (DEI) in the workplace through staffing, promotions, training and career development. Models and respects diversity in the workplace.
  • Provides leadership to individual managers to establish goals and objectives and set direction for each of their divisions.
  • Provides a variety of information including analysis and formal presentations to the Board of Directors, Executive Director and other departments.
  • Formulates and presents annual budget for assigned department; reviews, monitors, and adjusts expenditures and revenues to remain within established budgetary constraints.
  • Acts as a Mandatory Reporter; reports incidents of child abuse/neglect.
  • Performs other job-related duties as assigned.

QUALIFICATIONS:

The following are minimum qualifications for this classification.

Education, Experience, and Training:

  1. Bachelor’s degree required in a related field; AND
  2. Eight (8) years of progressively responsible manager experience in leadership of Park Services, business or administration, preferably in a public-sector environment; AND
  3. Three (3) years of supervisory experience; OR
  4. Any satisfactory combination of education, experience and training.

License and Certification:

  1. Possession of, or ability to obtain valid Oregon driver’s license within 30 days with an acceptable driving history as defined by district driving policy.

WORKING CONDITIONS:

The following are working conditions, including environmental and physical demands, required for this classification.

  • Work is performed in an office setting and is primarily indoors with occasional exposure to indoor and outdoor environmental conditions.
  • Work is performed during the day, evening and some weekend hours; requires attendance at after hour meetings.
  • Remain in a stationary position (sitting or standing) for extended periods of time, move about the office occasionally.
  • Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently, to lift, carry, push, pull or otherwise move objects.
  • Daily precise control of fingers and hand movements while operating computer keyboard, telephone, and standard office equipment.
  • Ability to work and maintain focus in a work environment with moderate noise (i.e., working around others making periodic phone calls or having conversations) and with frequent interruptions.
  • Understand, remember, communicate and apply complex oral and/or written instructions and factual information.
  • Requires crouching, bending, kneeling, grasping, sitting, and reaching.
  • Must be able to travel to locations in, around, or outside the greater Bend area, including travel to District sites.
  • Perceiving the nature of sounds at normal speaking levels with or without correction and having the ability to receive detailed information through oral communication and making fine discriminations in sound.
  • Making substantial movements (motions) of the wrists, hands, and/or fingers.
  • Ability to have clarity of vision at 20 inches or less.
  • Ability to maintain sustained concentration on computer screens; use keyboards and a variety of peripherals.
