OVERVIEW:

This classification is responsible for managing a variety of human resource services, including classification, compensation, employee relations, training and development, leave administration, personnel policy and labor law administration.

DISTINGUISHING CHARACTERISTICS:

The Human Resources Business Partner classification is distinguished from the Human Resources Specialist classification as the Human Resources Business Partner has a higher level of complexity in work assignments, exercises independent judgement within established guidelines, and develops recommendations as new or unusual situations arise.

SUPERVISION RECEIVED:

Works under the general supervision of the Human Resources Director. Follows standard processes and procedures without supervision but confirms changes to standard practices and significant decisions in advance.

SUPERVISION EXERCISED:

Supervision is not normally a responsibility of this classification; however, the position provides direction and guidance to staff. Assigns work to others.

EXAMPLES OF DUTIES:

The information provided below encompasses the typical duties and capabilities linked with this classification. Duties may include, but are not limited to the following: 

  • Collaborate with leadership to develop and implement HR strategies, policies, procedures, and programs aligned with organizational goals and objectives.
  • Provide expert advice on HR related matters, including workforce planning, employee engagement, performance management, interpretation of personnel policies and labor laws, disciplinary actions, and succession planning.
  • Investigates complaints of employee misconduct, documents the facts and makes recommendations for resolution.
  • Evaluate, develop and implement the district’s training program. Identify training needs and other support activities aimed at enhancing individual, team and organization performance. Research and coordinate training programs to meet needs. Conduct employee related and labor law trainings. Prepare and distribute contracts with training providers; prepare and communicate training schedule; maintain electronic training records. Develop and maintain a centralized training resource library.
  • Meets with employees regarding leaves; advises on federal and state medical leave requests, leave balances, and physician’s release. Researches and determines eligibility for request.
  • Conducts position classification and compensation reviews; prepares new or revised class descriptions; conducts job analysis to establish job-related qualifications; collects and analyzes compensation and benefit data; makes recommendations on findings; research and respond to salary surveys from other agencies.
  • Assists and/or develops, and revises district policies, procedures, programs, and human resources functional areas based on legal/regulatory requirements, public-sector/industry/professional best practices, and operational needs.
  • Develops reports and composes documentation for Human Resource Director and upon request from department directors.
  • Researches and composes correspondence, reviews and analyzes documents and prepares background materials to appropriately respond to inquiries.
  • Builds and maintains positive and culturally aware working relationships with colleagues, district employees, and the community.
  • Backs-up and supports Human Resources Director.
  • Backs-up and supports the Human Resource Specialists; by entering personnel data, conducting recruitment and selection processes, and conducting Benefits and leave administration.
  • Acts as a Mandatory Reporter; reports incidents of child abuse/neglect.
  • Performs other job-related duties as assigned.

KNOWLEDGE, SKILLS AND ABILITY REQUIREMENTS:

The individual in this classification is expected to possess and exhibit the following knowledge, skills and abilities.

Strong Knowledge of:

  • Principles and practices of human resources and personnel administration;
  • Principles and procedures related to human resources functional area, including recruitment, classification, compensation, leave and disability, employee development, and employee relations;
  • Federal, state, and local laws, rules and regulations pertaining to Human Resources, specifically labor laws and leave administration, and keeping current with new best practices;
  • Basic math, spelling, English and grammar;
  • Principles of compensation and classification; and
  • Methods and techniques for completing employee investigations and training.

Skill and Ability to:

  • Conduct HR related research, including labor laws and best practices;

QUALIFICATIONS:

The following are minimum qualifications for this classification.

Education, Experience, and Training:

  1. Bachelor’s degree required, preferred in Human Resources, business or other closely related field; AND
  2. Four (4) years of Human Resources experience; AND
  3. One (1) year of team lead experience; OR
  4. Any satisfactory combination of education, experience and training.

License and Certification

  1. Possession of Human Resources certification preferred.
  2. Some positions may require possession of, or ability to obtain valid Oregon driver’s license within 30 days with an acceptable driving history as defined by district driving policy.

Position Specific Requirement: This position may require reporting to additional sites throughout the workday, typically achieved in a motor vehicle OR other modes of transportation. If choosing a personal vehicle, possession of, or ability to obtain valid Oregon driver’s license within 30 days with an acceptable driving history as defined by district driving policy. If you do not have a driver’s license or have an unacceptable driving history, it does not disqualify you from this position, only from driving a vehicle for district business.

WORKING CONDITIONS:

The following are working conditions, including environmental and physical demands, required for this classification.

  • Work is performed primarily in an office environment and requires the ability to work and maintain focus in a work environment with moderate noise (i.e., working around others making periodic phone calls or having conversations) and with frequent interruptions.
  • Remain in a stationary position (sitting or standing) for extended periods of time, move about the office occasionally.
  • Ability to maintain sustained concentration on computer screens; use keyboards and a variety of peripherals.
  • Ability to have clarity of vision at 20 inches or less.
  • Expressing or exchanging ideas by means of the spoken word; activities where detailed or important spoken instructions must be conveyed to other works accurately, loudly or quickly.
  • Perceiving the nature of sounds at normal speaking levels with or without correction and having the ability to receive detailed information through oral communication and making fine discriminations in sound.
  • May be required to travel to locations in, around, or outside the greater Bend area and may visit sites that traverse uneven terrain.
  • The flow of work and character of duties involve normal mental and visual attention much or all of the time.
  • Making substantial movements (motions) of the wrists, hands, and/or fingers, while operating computer keyboards, telephone, and standard office equipment.
  • Physical exertion includes the ability to lift, carry and push up to 15 pounds for books, files or manuals.
  • Requires crouching, bending, kneeling or reaching to perform filing activities.
  • Occasional dealing with distraught or difficult individuals.
  • May require attending evening meetings and providing on-call support on weekends and evenings.
