Summary of Oct. 1 board of directors meeting
October 2, 2024
At the Oct. 1 BPRD board of directors meeting, the board met new staff members, approved a project completion report about Drake Park, and discussed topics in work session. A video recording of the meeting is available.
Drake Park project
BPRD recently completed a Drake Park renovation and Deschutes River Trail extension project. Prior to beginning the project, the board of directors approved an alternative contract procurement method.
In November 2018, the board approved a contract with Emery and Sons Construction Group, LLC, (Emery), for Construction Manager/General Contracting services for the project. Per ORS 279C.355, the Contracting Authority (the district) is required to prepare a Post Construction Report for the evaluation of the CM/GC contract. The report was presented to the board in accordance with requirements.
Bend FC
In 2012 the district and Bend FC entered into an agreement for the development of four soccer/multi-purpose fields at Pine Nursery Park. In 2014 and in 2016, additional agreements were made to establish a ground lease and further define the project schedule, including breaking the project into two main phases. Bend FC successfully completed the Phase 1 improvements including two artificial turf fields, lighting and other related improvements in July 2020.
In the work session, BPRD staff and Bend FC staff and consultants shared the Phase 2 plans with the board and provide an update on funding efforts, with anticipated completion in 2026.
Parks rules update
BPRD staff provided an overview of the process to update the district’s Park Rules and Regulations. The Park Rules and Regulations Ordinance were last adopted in September 2018. Since then, the population of the Bend area has grown and new issues have emerged in the parks and on the trails necessitating an update to the rules. Some of those issues include electric bikes and other rolling devices, parking lot misuse and defining enforcement options. In addition, rules need to be updated to reflect current operations under temporary rules related to restroom use.
The ordinance will require first and second readings at upcoming board meetings in the future.
Mid-term update to comprehensive plan
The comprehensive plan guides development on a 10-year horizon and a mid-term check in is underway to inform the second half of the timeline. During work session, staff reviewed minor changes to the project list and maps, answered questions, and accepted feedback on the draft plan.
Results from the community needs analysis and drafts of the Park Search Area Map, Trail Plan Map, and Planned Project Map, along with the associated project list, have been presented at previous board meetings.
The updated project list will serve as the basis for the development of the district’s annual Capital Improvement plan and will influence the district’s pending update to the System Development Charge (SDC) project list and associated fees.
The next board of directors meeting is Oct. 15.
