Class Title: Finance Manager
Class Code: FIN MANAGER
Hourly: $46.26 - $65.20 | Monthly: $8018.42 - $11301.12 | Annually: $96221.03 - $135613.39Benefits: Full-time
OVERVIEW:
This classification is responsible for managing all aspects of the Finance Division including accounting, payroll, accounts payable, contracts, insurance and procurement programs and staff, and organizes, plans, implements and monitors financial and budgetary programs of the district.
SUPERVISION RECEIVED:
Receives general direction and supervision from the Administrative Services Director.
SUPERVISION EXERCISED:
Direct supervision is exercised over Financial Accountant, Administrative Analyst, Accounting Specialist and Payroll Specialist; hire, train, manage and evaluate performance, develop goals, discipline, respond to grievances, and terminate. Indirect supervision and guidance of other employees is exercised in the course of budget monitoring and fiscal procedures and controls.
EXAMPLES OF DUTIES:
The information provided below encompasses the typical duties and capabilities linked with this classification. Duties may include, but are not limited to the following:
- Provides technical advice and assistance to the Administrative Services Director and all departments regarding financial operations.
- Develops, recommends, implements, monitors, and explains policies, procedures, internal controls and systems to ensure efficient and effective operation
- Supervises staff, which includes prioritizing and assigning work; conducting performance evaluations; training, and monitoring employees’ compliance with applicable policies and procedures.
- Manages, reviews and directs a variety of daily, monthly, quarterly and annual accounting, payroll, accounts payable, insurance, contract and procurement tasks and transactions performed by staff; ensures proper accounting, internal controls and sound financial management and business practices are maintained; ensures compliance with all IRS guidelines, federal, state and local laws, rules, and policies.
- Manages and ensures the integrity of the district’s accounting systems and chart of accounts; reviews and ensures all accounting transactions are properly recorded in accordance with organizational policies, budgetary requirements, and generally accepted governmental accounting principles.
- Performs research, interprets and assists in ensuring district accounting practices and financial reports are compliant with Generally Accepted Accounting Principles (GAAP), Government Accounting Standards (GASB) statements, state and federal law and the district’s ordinances, rules, regulations, policies, procedures and other guidelines; researches and implements new requirements.
- Supports the Administrative Services Director with preparation of the Comprehensive Annual Financial Report; analyzes account activities and monitors the integrity of general ledger entries; manages and performs internal procedures necessary to ensure accuracy and completeness of financial accounting records.
- Coordinates and communicates with Administrative Services Director and external auditors; prepares year-end audit work papers; implements recommendations.
- Supports the development of the district-wide annual budget, in conjunction with the Administrative Services Director, executive and management staff; compiles and analyzes data; monitors district budget for compliance with Oregon Local Budget Law.
- Prepares and/or reviews final budget documents for submission to State and Government Finance Officers Association Budget Award program.
- Builds and maintains spreadsheets of financial, budgetary, economic and other data used in generating and updating financial forecasts, trending analysis, and reporting.
- Manages grant-funded financial and program reporting to grantor; prepares grant billings and reports and ensures financial compliance with grant terms and state and federal requirements.
- Advises and supports other departments regarding grant reporting and compliance.
- Manages district’s purchasing card program; recommends controls and processes; audits monthly statements.
- Manages district’s fixed asset inventory database.
- Works with all divisions/departments to resolve complex accounting issues or complaints from the public and employees; responds to requests for accounting information from other departments or the public.
- Reviews cash account to bank statement reconciliations and journal entries; researches, analyzes and resolves discrepancies.
- Reviews and audits work of Finance Division staff; provides back-up and support.
- Acts as a Mandatory Reporter; reports incidents of child abuse/neglect.

QUALIFICATIONS:
The following are minimum qualifications for this classification.
Education, Experience, and Training:
- Bachelor’s degree in accounting, business, finance or related field; AND
- Five (5) years of progressive experience in governmental and/or financial accounting; AND
- Three (3) years of supervisory experience; OR
- Any satisfactory combination of experience and training which demonstrates the knowledge, skills and ability to perform the above described dutie
Licenses and Certifications:
- Possession of or ability to obtain within 30 days of hire a valid Oregon driver’s license.
- Certified Public Accountant (CPA) or Certified Public Financial Officer (CPFO) preferred.
WORKING CONDITIONS:
The following are working conditions, including environmental and physical demands, required for this classification.
- Work is performed primarily in an office environment while sitting at a desk or working at a computer terminal
- The flow of work and character of duties involve normal mental and visual attention much or all of the time.
- Frequent focus on a computer screen.
- Manual dexterity and coordination may be required, making up more than 50% of the work period.
- Daily precise control of fingers and hand movements while operating computer keyboard, telephone, and standard office equipment
- Incumbent is typically exposed to office noises, and interruptions.
