OVERVIEW:
This classification is responsible for performing journey level work in repair, installation, maintenance and alteration of electrical equipment, building systems and components related to the District’s systems and facilities.
DISTINGUISHING CHARACTERISTICS:
The Building Control Specialist 1 is distinguished from the Building Control Specialist 2 as the Building Control Specialist 2 requires more technical knowledge and credentials for performing electrical and building systems work.
SUPERVISION RECEIVED:
Works under the general supervision of a Supervisor. Follows standard processes and procedures without supervision but confirms changes to standard practices and significant decisions in advance.
SUPERVISION EXERCISED:
Supervision is not normally a responsibility of this position. However, may provide guidance and consultation to District staff, contractors, and volunteers.
EXAMPLES OF DUTIES:
The information provided below encompasses the typical duties and capabilities linked with this classification. Duties may include, but are not limited to the following:
- Constructs, maintains, repairs, installs, and expands electrical systems and associated controls and equipment following established operating procedures and codes; reads, creates, and interprets drawings and schematics to ensure proper installation of electrical items. Expands existing panel boards or load centers.
- Troubleshoots and resolves routine to complex electrical problems including reading electrical schematics, testing components, tracking wires, documenting systems, replacing components.
- Oversees, troubleshoots, and performs maintenance on various complex building operating systems and components including HVAC systems (air handlers, boilers, chillers, etc.), elevators, and fire detection and suppression systems.
- Runs conduit for fixtures, receptacles, control circuits, low voltage, voice, data, security, and lighting; selects and installs wires, accomplish hookups, and tests installations. Performs standard computations relating to dimensions of work including amount, type and size of electrical wire; fittings required; and weight, support and location.
- Installs, repairs and maintains park and building lighting systems.
- Performs various technical work including diagnostics, voltage and resistance tests, calibrates solid state circuit boards, and upgrades existing electrical services.
- Inspects and tests electrical equipment to identify hazards for conformance with safety, laws, and ordinances; replaces worn, obsolete, or unsafe parts.
- Maintains inventory and purchases supplies and materials as required for assignments and projects. Conducts research to obtain material pricing and contractor quotes. Estimates material and labor costs necessary for electrical installations, upgraded electrical services and repair projects.
- Prepares and maintains logs, records, reports and documentation related to work activities and project progress.
- Assists in park development projects.
- Operates programmable logic controllers.
- Operates a variety of hand tools including strippers, crimpers, and various electrician tools.
- Acts as a Mandatory Reporter; reports incidents of child abuse/neglect.
- Performs other job-related duties as assigned.
KNOWLEDGE, SKILL, AND ABILITY REQUIREMENTS:
The individual in this classification is expected to possess and exhibit the following knowledge, skills and abilities.
Strong Knowledge of:
- The current National Electric Code;
- Principles and practices of building control network systems;
- Electrical theory and applied mathematics;
- Applicable laws, regulations and codes;
- Methods and practices used in installing, repairing and maintaining electrical systems and equipment and building systems;
- Preventive maintenance practices and procedures;
- Building security and access system equipment;
- HVAC and climate control equipment, program monitoring, maintenance repair and operation of electrical systems and equipment;
- Basic arithmetic and mathematic principles; and
- Occupational hazards and standard safety precautions necessary in electrical work.
Skill and Ability to:
- Independently perform electrical work including design, installation, maintenance, and repair;
- Manage building and HVAC controls using JAVA platforms;
- Read and interpret schematic drawings and blueprints;
- Make arithmetic calculations;
- Diagnosing electrical problems and determining appropriate course of action;
- Perform a variety of manual tasks for extended periods of time and under unfavorable working conditions;
- Operate test equipment, meters, hand and power tools used in electrical system repair and maintenance.
- Effectively communicate with others verbally and in writing, including by phone, e-mail or in person;
- Excellent troubleshooting and problem-solving skills;
- Demonstrate strong initiative and use good judgment;
- Work independently in the absence of supervision;
- Proficiently operate computer and software relevant to building automation systems, data entry, word processing and e-mail applications; and
- Work cooperatively with others; and
- Create and maintain positive, constructive and respectful relationships with staff and the general public.
QUALIFICATIONS:
The following are minimum qualifications for this classification.
Education, Experience, and Training:
- High school diploma or equivalent; AND
- Five (5) years of experience as a journey-level electrician; OR
- Any satisfactory combination of education, experience and training.
Licenses and Certifications:
- Possession of Oregon General Journeyman Electrician license.
- Possession of, or ability to obtain within 30 days of hire, a valid Oregon driver’s license.
- Tridium Niagara AX or N4 certification, preferred.
WORKING CONDITIONS:
The following are working conditions, including environmental and physical demands, required for this classification.
- Work is performed both in office environment and outdoors, which includes exposure environmental conditions such as extreme temperatures and dust, fumes, and other irritants.
- Incumbents may be subjected to moving mechanical parts, electrical currents, dust, poor ventilation, and chemicals.
- Must be able to travel to locations in, around or outside the greater Bend area.
- Ability to walk and stand for sustained periods of time, and requires squatting, kneeling, bending, twisting, balancing, climbing, fine motor control, and the ability to lift and carry up to 75 pounds, and push/pull 100 pounds.
- Making substantial movements (motions) of the wrists, hands, and/or fingers and constant use of hands and arms and may require overhead reaching.
- Duties involve frequent exposure to confined spaces, loud noises, slippery and/or uneven surfaces, and working at heights.
