Class Title: Administrative Services Director
Class Code: ADMIN SVC DIR
Hourly: $60.18 - $84.82 | Monthly: $10430.65 - $14701.85 | Annually: $125167.83 - $176422.21Benefits: Full-time
OVERVIEW:
This classification sets the direction, administers, plans and manages the activities and operations of the Administrative Services department, which includes finance, human resources and information technology divisions.
SUPERVISION RECEIVED:
Reports directly to the Executive Director. Operates entirely independently with the exception of confirming major decisions.
SUPERVISION EXERCISED:
Direct supervision is exercised over managers including; hiring, training, evaluating and managing performance, goal development, providing discipline, responding to grievances and making termination decisions.
EXAMPLES OF DUTIES:
The information provided below encompasses the typical duties and capabilities linked with this classification. Duties may include, but are not limited to the following:
- Establishes overall priorities, develops strategic goals and objectives of assigned department; sets direction for each division in the areas of budget, program development, staffing, implementation of cooperative agreements, and facility operations management.
- Participates as part of the District’s Executive Team to establish overall mission and direction of the District.
- Plans, directs, and coordinates, through managers, the Department’s work plan; meets with management staff to identify and resolve problems; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures.
- Establishes and carries out best business practices for operating the Department to include human resource management, finance, budgeting, customer service, and program delivery.
- Represents the Department to other departments, outside agencies, the general public, and before the media; explains, justifies and defends the District, programs, policies and activities; negotiates and resolves sensitive, significant and controversial issues.
- Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors work load, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs the implementation of change.
- Actively promotes and supports diversity in the workplace through staffing, promotions, training and career development. Models and respects diversity in the workplace.
- Provides leadership to individual managers to establish goals and objectives and set direction for each of their divisions.
- Provides a variety of information including analysis and formal presentations to the Board of Directors, Executive Director and other departments.
- Formulates and presents annual budget for assigned department; reviews, monitors, and adjusts expenditures and revenues to remain within established budgetary constraints.
- Acts as a Mandatory Reporter; reports incidents of child abuse/neglect.
- Performs other job-related duties as assigned.
KNOWLEDGE, SKILL, AND ABILITY REQUIREMENTS:
The individual in this classification is expected to possess and exhibit the following knowledge, skills and abilities.
Strong Knowledge of:
- Principles, development, practices, associated tools, implementation and evaluation in assigned department area;
- Principles and practices of effective human resources management, training and supervision;
- Applicable laws, codes, regulations, policies and procedures for assigned program area;
- Effective budget preparation and administration;
- Organization and management practices as applied to the analysis and evaluation of programs, policies and operational needs;
- Principles and practices of public/business administration and decision-making; and
- Principles and practices of fiscal, statistical and administrative research and report preparation.
Skill and Ability to:
- Communicate effectively and persuasively both verbally and in writing; may include public speaking;
- Understand, interpret, explain, and administer District policies, procedures, and other applicable laws and regulations;
- Exercise tact and diplomacy in dealing with sensitive, complex and confidential issues and situations.
- Demonstrate excellent planning, organization, problem solving, initiative, prioritization and conflict resolution skills;
- Manage a high volume of tasks at one time, including organizing and prioritizing own work and the work of others;
- Exercise independent initiative, judgment, and decision-making skills;
- Work cooperatively with others and create a positive, construction relationship with staff and the general public;
- Maintain working knowledge of computer programs, applications, and upgrades as well as operating common office equipment.
- Formulate goals, objectives and programs to address the needs of the Department and the District;
- Plan, organize, direct, and motivate others to accomplish overall goals and objectives;
- Analyze problems, identify alternative solutions; project consequences of proposed actions and implement recommendations in support of goals; and
- Prepare and administer large and complex budgets; allocate limited resources in a cost-effective manner.
QUALIFICATIONS:
The following are minimum qualifications for this classification.
Education, Experience, and Training:
- Bachelor’s degree in a related field; AND
- Eight (8) years of progressively responsible experience in leadership of business, finance, or administration, preferably in a public-sector environment; AND
- Three (3) years of supervisory experience; OR
- Any satisfactory combination of education, experience and training.
Licenses and Certifications:
- Certified Public Accountant (CPA) is preferred
- Possession of, or ability to obtain within 30 days of hire, a valid Oregon driver’s license.
WORKING CONDITIONS:
The following are working conditions, including environmental and physical demands, required for this classification.
- Work is performed in an office setting and is primarily indoors with occasional exposure to indoor and outdoor environmental conditions.
- Work is performed during the day, evening and some weekend hours; requires attendance at after hour meetings.
- Remain in a stationary position (sitting or standing) for extended periods of time, move about the office occasionally.
- Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently, to lift, carry, push, pull or otherwise move objects.
- Daily precise control of fingers and hand movements while operating computer keyboard, telephone, and standard office equipment.
- Ability to work and maintain focus in a work environment with moderate noise (i.e., working around others making periodic phone calls or having conversations) and with frequent interruptions.
- Understand, remember, communicate and apply complex oral and/or written instructions and factual information.
- Requires crouching, bending, kneeling, grasping, sitting, and reaching.
- Must be able to travel to locations in, around, or outside the greater Bend area, including travel to District sites.
- Perceiving the nature of sounds at normal speaking levels with or without correction and having the ability to receive detailed information through oral communication and making fine discriminations in sound.
- Making substantial movements (motions) of the wrists, hands, and/or fingers.
- Ability to have clarity of vision at 20 inches or less.
- Ability to maintain sustained concentration on computer screens; use keyboards and a variety of peripherals.
