OVERVIEW:

This classification is responsible for performing complex administrative analytical work directed toward improving the efficient attainment of division objectives and purposes.  This classification is also responsible for collecting, organizing, analyzing, and interpreting data; preparing detailed research, studies, reports and recommendations; and providing a wide variety of information, technology and administrative support.

SUPERVISION RECEIVED:

Works under the general supervision of the Superintendent of Park Operations.  Follows standards processes and procedures without supervision but confirms changes to standard practices and significant decisions in advance.

SUPERVISION EXERCISED:

Supervision is not normally a responsibility of this position; however, leadership and direction may be provided to temporary or seasonal employees performing data collection and various projects.

EXAMPLES OF DUTIES:

The information provided below encompasses the typical duties and capabilities linked with this classification.  Duties may include, but are not limited to the following:

  • Administers and maintains Maintenance Connection, a Computer Maintenance Management System (CMMS), this includes managing the preventive maintenance program, importing material costs, maintaining asset information, reporting, and overall support of the program.
  • Performs updates and queries in a Computer Maintenance Management System (CMMS), which includes managing the preventive maintenance program, importing material costs, maintaining asset information, reporting, and overall support of the program.
  • Performs updates and queries in Geographic Information Systems (GIS) database.  Creates maps and reports for various purposes and interested parties.
  • Maintains department records and data, including asset management and cost accounting records, and develops reports to assist in identifying trends, analyzing utility bills, and measuring performance.
  • Provides guidance, direction, and trains staff in use of database technology.
  • Provides administrative services support to Superintendent, including preparing budget documents and preparing PowerPoint presentations.  Provides office support including customer service, answering calls and directing inquiries to appropriate staff, attending meetings and taking minutes, and maintaining office equipment.
  • Provides support to department staff to troubleshoot and correct problems with applications, workstations, printers, smartphones, tablets, and other technology.
  • Provides end user support, including coaching and assisting District employees with computer operations, applications and problems; trains new users on the District applications.
  • Participates in the evaluation, planning, and implementing of new software systems for the department; trains department users on these systems; and researches and recommends software changes for the department.
  • Performs database queries and reporting.
  • Acts as a Mandatory Reporter; reports incidents of child abuse/neglect.
  • Performs other job-related duties as assigned.

KNOWLEDGE, SKILL, AND ABILITY REQUIREMENTS:

The individual in this classification is expected to possess and exhibit the following knowledge, skills and abilities.

Strong Knowledge of:

  • Principles of software/information systems, including computerized data compilation and conversion techniques, database management systems, spreadsheets, word processing and graphics applications;
  • Quality assurance procedures and documentation of data sets;
  • Fluent with computers and computer applications, report writing methods and techniques and stay fluent with new computer programs, applications, and upgrades.

Skill and Ability to:

  • Manage software systems and processes;
  • Read, understand, develop, manipulate, and analyze in a variety of formats and projections;
  • Compilation, analysis, and presentation of technical and statistical information for reports;

QUALIFICATIONS:

The following are minimum qualifications for this classification.

Education, Experience, and Training:

  1. One year of college coursework; AND
  2. Three (3) years of experience in the maintenance of a software system, providing internal software training and support, including CMMS, GIS/GPS and reporting software; OR
  3. Any satisfactory combination of education, experience and training.

WORKING CONDITIONS:

The following are working conditions, including environmental and physical demands, required for this classification.

  • Duties are primarily performed in a shared office environment while sitting at a desk or working at a computer terminal with typical exposure to office noises and interruptions.
  • The flow of the work and character of duties involve normal mental and visual attention much or all of the time.
  • Daily precise control of fingers and hand movements while operating computer keyboard, telephone, and standard office equipment.
  • Work schedule generally requires working set weekday hours with the flexibility of covering additional shifts when needed.
  • Regular crouching, bending, kneeling, reaching, and crawling to set-up and tear-down work stations in confined spaces.
  • Ability to push, pull, lift or carry up to 30 pounds unassisted.
